Elon Musk warned on Sunday that more than 200 specialist AI cloud providers could fail or be consolidated as lenders pull back from companies with little revenue outside AI data centers, Cointelegraph reported. Writing on X, Musk said lenders had largely stopped financing firms without substantial non-AI revenue, and he compared the expected shakeout among “neoclouds” to a “guppy-level death.” Some will survive, he said, but not many.
Key facts
- Musk said SpaceX secured $40 billion in debt financing for GPUs because of its investment-grade status and revenue from Starlink and its rocket business.
- Research firm Gartner forecast in October that more than 80% of neocloud providers will stop operating independently by 2030.
- China’s 15th Five-Year Plan for National Informatization, published Friday by the Central Cyberspace Affairs Commission, sets a 2030 target for largely completing a national blockchain network.
- Ethereum developers postponed the Glamsterdam hard fork on the Hoodi testnet, originally scheduled for Oct. 26, after ChainSecurity flagged risks in EIP-8037 and EIP-8038 on Oct. 13.
- A joint policy from the Communist Party’s central leadership and the State Council published Oct. 9 called for construction of the blockchain network.
Financing squeeze reaches AI cloud providers
Musk’s remarks point to a funding gap between hyperscale operators and smaller AI cloud vendors. He argued that access to credit now depends on revenue streams outside AI data centers, a threshold most neoclouds do not meet. Gartner’s October forecast, cited by Cointelegraph, projected that most of these providers will not remain independent by the end of the decade.

The warning bears on Bitcoin miners that have diversified into AI infrastructure. IREN has moved into AI cloud services, renting computing power to customers, while Core Scientific hosts data centers for neocloud clients including CoreWeave. A wave of failures or mergers among those customers would affect demand for the hosting and compute capacity miners have built.
China sets 2030 deadline for blockchain network
China’s digital development plan, issued Friday, makes the 2030 completion target explicit for a project already listed in the national development plan released in March. The plan calls for deeper blockchain use in trade and finance in the Yangtze River Delta and for deployment at scale in manufacturing and agriculture in the Chengdu-Chongqing region in southwestern China. It follows an Oct. 9 joint policy from the Communist Party’s central leadership and the State Council that called for the network’s construction.

Ethereum postpones Hoodi testnet fork
The Ethereum Foundation said the Glamsterdam upgrade on Hoodi, due Oct. 26, was pushed back so developers can study how certain proposals interact with smart contracts already deployed on Ethereum. ChainSecurity had warned on Oct. 13 that EIP-8037 and EIP-8038 could weaken protections against insufficient gas griefing, an attack that exploits failed transactions.
The delay leaves the mainnet schedule unsettled. Developers had been weighing early December for mainnet, with a final timetable to be set after successful Hoodi testing.
Why it matters
For miners that pivoted to AI hosting, the credit tightening Musk describes is a demand-side risk: their new customers are the same neoclouds facing consolidation. China’s plan sets a public deadline for state-backed blockchain infrastructure, giving the sector a fixed timeline to watch. The Ethereum delay affects contract developers and validators preparing for changes to gas handling, since the proposals touch how failed transactions are processed.
What to watch
Ethereum developers will decide a mainnet date for Glamsterdam once Hoodi testing concludes, with early December previously under consideration. China’s plan sets 2030 as the completion target for its blockchain network.
